As An Admin, it's very easy to accidentally take someone's layer scrolling through the layer menu on touch screen, or when trying to hide/unhide layers. Once a layer it taken there's no way to find out who the layer previously belonged to if you didn't pay attention to the displayed name, and sometimes the user doesn't have the chat open to claim it was there's. A "return layer to owner" button would be incredibly beneficial for moderating boards. Alongside accidentally claiming layers, sometimes there's a stray line you need to erase, or perhaps, you just want to move someone's art slightly to a better spot on the canvas. But taking the layer removes their credit from the layer, and if they have already left the board, there's no way to put it back under their name.
Alongside the option to return layers to previous owners, it would be nice if layers had a permanent name of the user who created it. If the layer was merged with someone else, it would display both names. This list of usernames would be hidden out of the way, but incredibly beneficial to moderators and artist who fear losing proof of their work. Especially during collaboration where many artist's work is merged together into one layer to meet the restrictions of layer count limitations.
